         A town spread along the Wisłoka River (a right tributary of the Vistula River), situated 60 km away from Rzeszów, the capital of the Podkarpackie Voivodship and about 30 km away from the proposed East-West highway to run across the south of Poland. On its northern, eastern and southern sides the town adjoins a complex of woodland, which is the remains of the Puszcza Sandomierska Forest. The region is characterized by favourable climatic conditions. It is one of the places in Poland with the biggest amount of solar radiation coming to it. The town is very proud of its five-hundred-year history. Traces of prehistoric settlements bear witness to the fact that people lived here as early as the late Old Stone Age (ca.12,000-7,900 years B.C.). During the times of the Roman Empire, the "amber route" ran along the valley of the Wisłoka. The name of Mielec was first mentioned in documents from 1224 and 1229. Mielec is the seat of the county authorities. The County of Mielec, with its 136,000 population living in two towns and eight village communes, is the second largest community in the Podkarpackie Voivodship (following the Rzeszów - township county). With a population of 65,000, Mielec takes the 4th place in the Podkarpackie Voivodship - after Rzeszów, Stalowa Wola and Przemyśl.
Mielec is very special in that it has been selected as location of the Special Economic Zone "EURO-PARK MIELEC", the one to offer unrivaled investment opportunities in the Voivodship. "EURO-PARK MIELEC" attracts firms through substantially favourable incentives, including full exemption from corporate income tax and real estate tax. The total projected investment capital in the Zone amounted to about $350 million, whereas by 1999 $225 million out of this total amount has already been invested in the development of fixed assets in the Zone. New jobs created by "EURO-PARK MIELEC" total over jobs positions, however companies promise an increase in employment up to 4,800. Green-field type projects based on construction of new buildings on the obtained terrain represent almost half of the total investment in the Zone. As for now, 11 new production facilities of more than 150,000 sq.m. roofed space have been constructed from the scratch, and 7 other production buildings have been upgraded and refurbished. Subsequent production facilities are still under construction.

         The Special Economic Zone "EURO-PARK MIELEC" , managed by the Warsaw based Industrial Development Agency is an investment leader in the Podkarpackie Voivodship and enjoys considerable recognition among business ventures in Poland. The remarkable growth of investment attractiveness of the Mielec location has also been noted by the Market Research Institute, the most reputable institution of the kind in Poland, which placed Mielec at a very high position on the national ranking list of Poland's medium-sized towns and among investment leaders located east of the Vistula River. For its economic initiatives and investor-friendly attitude Mielec township was awarded with the certificate and title "2004 Fair Play Township". The Council Centre of Culture functions in Mielec. It administers the house of culture, municipal library, regional museum, auditorium for 500 spectators and the cinema with the dolby stereo digital sound system as well as the concert-conference hall with 190 seats. In 1999, the Exhibition-Promotional Centre was opened as a municipal investment project subsidized by the European Union. The sports and recreational facilities of the city consist of the Municipal Centre of Sports and Recreation, sports clubs and schools. With the assistance of Polish and foreign institutions the municipal government maintains contacts with European Union institutions and foreign towns such as Douchy-les-Mines (France), Lohne (Germany), Vila Nova de Poiares (Portugal), and Mukachevo (Ukraine). Municipal cultural, sports, economic and school groups maintain relations with similar groups Erlangen (Germany), Copenhagen (Denmark), Saint Affrique and Morlaix (France), Tiszafoldvar (Węgry), Shanon (Ireland). The town organizes spring and autumn International Trade Fair of different industries and International Music Festival.

         Mielec is a significant industrial and cultural centre in south-east Poland. In the area of the Special Economic Zone there's an airport, in which big cargo and passenger airplanes can land. Thanks to foundation of School of Economy and Management in Mielec which inaugurated didactic - scientific activity in 1999 year, Mielec joined the team of academical cities. In 2004, the Teachers' Training College of Foreign Languages, the second higher education school headquartered in Mielec was established.
